Videoconference, 10 November 2025 —The Security Programme Management Group, chaired by Gunnar Ljungberg (DGCA Sweden and ECAC Focal Point for Security), convened to review progress on the implementation of the 2025 work programme across all security groups, and to discuss priorities for 2026.
Key achievements in 2025 included the development of several new and updated Doc 30, Part II (Security) Annexes and ECAC Aviation Security Handbook documents supporting the implementation of Doc 30 Recommendations. These include new guidance on training screeners to detect improvised incendiary devices (IIDs), the use of Threat Image Projection (TIP), root-cause analysis and human factors, as well as updates on site acceptance and routine testing of security equipment, and methods for assessing screeners’ x-ray image interpretation competency.
The group further examined the proposed evolution of the Common Evaluation Process (CEP) of security equipment, including changes requested by Contributing Authorities for introduction in 2026 to strengthen the efficiency of the CEP. These proposals will be presented for discussion at the next Director General meeting on 4 December 2025.
The group acknowledged the implementation of the ECAC Aviation Security Audit and Capacity-Building programmes in 2025, and noted work priorities for 2026, including covert testing and cyber security. It also welcomed the activities delivered in 2025 under the Civil Aviation Security in Africa, the Middle East and Asia (CASE II) Project – which closed at the end of November 2025 – and noted preparations for a new EU-funded, ECAC-implemented project for 2026.
Finally, the group agreed on several improvements to enhance the speed and efficiency of their written consultation process, and on the criteria that working groups will use to set their annual work priorities.
