London/videoconference, 4-5 June 2025 — The new ECAC Group on Security Testing (STG) held its first meeting in London to discuss its proposed three-year strategy and 2025 work programme.

The objective of this new group, as agreed by Directors General, is to foster cooperation between all ECAC Member States in the field of security testing and enhance the effectiveness of their security testing programmes. This will be achieved through the following actions:

• Sharing knowledge and experience among security testing experts;
• Exchanging information on lessons learnt, trends and developments in security testing;
• Sharing best practices on covert testing, including assessing the effectiveness of screening when advanced security technologies are used;
• Identifying common challenges in developing and conducting covert and overt tests, and developing necessary guidelines and best practices;
• Harmonising testing programmes across Member States;
• Assisting Member States in implementing and improving their covert testing programmes and/or procedures;
• Contributing to the implementation of the ECAC Capacity-Building Programme through expert input.

During the meeting, the group agreed to develop three new documents on various aspects of overt and covert testing for inclusion in the ECAC Aviation Security Handbook in 2025, for the benefit of ECAC Member States.
