Biography
Vera Panova joined the Bulgarian Civil Aviation Administration in May 2024 as Chief Legal Counsel. She is also a member of Bulgaria’s National Supervisory Authority and has represented Bulgaria in the ECAC Legal Working Group since 2024. In September 2026, she was appointed Deputy Chair of the Legal Working Group.
Vera has more than ten years of legal experience in both the private and public sectors, with a particular focus on aviation and transport law. Her work includes legislative drafting, enforcement, passenger rights, air carrier liability and the preparation of national positions on European and international civil aviation matters. She has also participated in ECAC legal initiatives and advised on proceedings before the ICAO Council.
Vera holds an LL.M. in Maritime and Transport Law from Erasmus University Rotterdam.
