
Biography
Julian Rotter was appointed as President of the Civil Aviation Authority of Poland (DGCA) in 2024. He is the European Union Aviation Safety Agency (EASA) Management board member for Poland and vice-president of the Provisional Council of the European Organisation for the Safety of Air Navigation (EUROCONTROL). Mr Rotter also represents Poland at the European Civil Aviation Conference (ECAC) and International Civil Aviation Organization (ICAO), amongst others.
His previous roles include as director for international affairs at the Civil Aviation Authority of Poland; principal administrator at the International Criminal Police Organization (INTERPOL) HQ where he was leading the Support Office of one of the executive directors; and State liaison officer for Poland at EUROCONTROL.
Mr Rotter is a Senior Fellow in Public Service (Lee Kuan Yew School of Public Policy, National University of Singapore). He is a lawyer graduated from the Lazarski University in Warsaw (ERASMUS Programme at the CY Cergy Paris University). He completed postgraduate studies in economic diplomacy at the Warsaw School of Economics. He holds the Diploma in Civil Aviation Management from the Singapore Aviation Academy.
Mr Rotter also attended courses organised by the NATO School Oberammergau, Harvard Law School (Program on Negotiation), the Hague Academy of International Law, European Space Agency (ECSL), OECD Nuclear Energy Agency. Since 2016, he has been Poland’s representative on the Committee of the European Air Law Association.
