
Biography
After completing a dual academic path in science and management at the School of Geographic Sciences and ESSEC, Chems Chkioua began his career in 2000 at the National Geographic Institute. He joined the Corps of Bridges, Waters and Forests Engineers in 2009.
From 2009 to 2015, he headed the Aeronautical Research Support Policy Office within the Directorate General for Civil Aviation (DGAC) and served as secretary of the Council for Civil Aeronautics Research (CORAC). He led the French initiative on future aviation fuels.
From 2015 to 2019, Chems Chkioua was head of the Air Navigation Service for Roissy-Le Bourget, which oversees the approach operations of one of Europe’s largest commercial airports and of its leading business aviation airport.
In 2019, he joined the Safran Group as director responsible for the international development of research.
Chems Chkioua became R&T director of the Avionics Division at Safran Electronics & Defense in October 2022.
He has served as Director General of Civil Aviation since October 2025.
