September 2025 — Throughout the month of September, European coordination groups on aviation security, cyber security, facilitation, safety, environment, legal and economic matters met to finalise common European positions on working papers submitted by other States and organisations to the 42nd ICAO Assembly.
These meetings marked the culmination of several months of preparatory work and coordination among European specialists ahead of the Assembly. The aim was to build a shared understanding, prepare possible interventions, and ensure that Europe’s positions were constructive, contributed added value, and ready for the discussions in Montreal.
Notably, the environment group exchanged views on key themes such as sustainable fuels, CORSIA, non-CO₂ environmental impact, and climate adaptation, while the safety group continued its work on global navigation satellite systems (GNSS), safe integration of space launches and re-entry issues.
The meeting of the Legal Task Force was hosted by the Portuguese civil aviation authority, ANAC, in Lisbon. Alice Serpa Braga (Brazil), Chair of the ICAO Legal Committee, presented the agenda of the ICAO Legal Commission and an overview of expected discussions during the Assembly, before the group moved on to consider issues including treaty ratification, space and satellite activities, disruptive passengers, and liability in AI-driven aviation.
