Paris, 20-22 May 2025 — In a significant diplomatic milestone for ECAC, 27 ECAC Member States signed the Final Act adopting the text of a Convention that will reshape the legal structure of the ECAC Secretariat, in Paris this month.
Hosted by France’s Ministry for Europe and Foreign Affairs, the three-day Diplomatic Conference drew 81 delegates from ECAC Member States. After several years of preparations and negotiations, the consensus reached on the Convention on the Bureau of the European Civil Aviation Conference (ECAC) marks a new era of stability and international legal certainty for the organisation.
The Convention establishes a Bureau with international legal personality to support all the activities of the European Civil Aviation Conference.
France’s Director General of Civil Aviation and President of the Conference, Damien Cazé, emphasised the symbolic and practical importance of the Conference: “France believes deeply in collective dialogue and coordinated action. We are proud to support international organisations that work across borders to make global systems stronger.”
The Convention will be officially opened for signature to all ECAC Member States in the margins of the 74th Special meeting of ECAC Directors General of Civil Aviation in Bern this August.
With this landmark development, ECAC strengthens its 70-year legacy and positions itself for a resilient and unified future in European and international civil aviation.
