David Benito Astudillo - Spain


As an aeronautical engineer, David began his career in the private sector working for a consulting firm in the field of IT. After five years, he began working for the Spanish Civil Aviation Authority as an advisor on the legal and economic regulation of air transport. In 2010, he became a civil servant and entered the State Aviation Safety and Security Agency as a national AVSEC inspector. In 2013 he was appointed Head of the International Agreements Unit of the Directorate General of Civil Aviation of Spain, and in 2015, Deputy Director General of Air Transport, a position he has held ever since.

Based on his many years of experience, David has a well-founded knowledge in the field of international air transport regulation. He has served as Chief Negotiator on many occasions and has conducted multiple bilateral negotiations. In his current position, he is responsible for and/or intervenes in the regulation and promotion of air transport in Spain including international affairs (ICAO, ECAC, EU), bilateral negotiations, economic regulation of Spanish airports, PSO (public service obligation), assignment of rights of traffic. etc.

David has been a member of the ICAO Air Transport Regulation Panel since 2016, a member of the Council of the State Agency for Aviation Safety (AESA) and President of its Control Commission and Member of the Council of the company CORREOS.
